Dozens arrested in York County narcotics investigation

YORK COUNTY– More than three dozen people were arrested as part of a two-year narcotics investigation in York County.

According to the York County District Attorney’s Office, the joint investigation by the York County Drug Task Force and the Hanover Borough Police Department began in November 2021 with the arrest of a Gettysburg man for delivery of cocaine.

The arrest led to a large-scale network of individuals allegedly trafficking narcotics throughout southeast York County. Thirty-seven people were arrested as part of the investigation.

During the investigation, police say they discovered Darnell “Packey” Harris was allegedly running a cocaine delivery ring that often operated out of Hanover area motel rooms.

  • Savaughn Omar Salisbury, age 21, Hanover, PA, aka “S” – charged with 3 counts of Delivery of a Controlled Substance and 2 counts of Possession with the Intent to Deliver Cocaine and Marijuana.
  • Derrick Ulysses Dykes, age 35, Darby, PA, aka “Dizz” – charged with 2 counts of Delivery of Cocaine
  • Bryan T. Bradley, age 20, Hanover – charged with 1 count of Possession with the Intent to Deliver Marijuana and Firearms Not to be Carried Without a License.
  • Desean Alexander Williams, age 29, Hanover, PA, aka “Trife” – charged with 1 count of Possession with the Intent to Deliver Cocaine and 1 count of Criminal Conspiracy

  • Iroc Shane Bunch, age 23, York – charged with Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver
  • Brittany Rose Rasnake, age 29, Hanover – charged with Delivery and Conspiracy to Deliver Cocaine.
  • Donald Aaron Almstrom, age 46, Hanover, PA – charged with Delivery and Conspiracy to Deliver Cocaine.
  • David Aaron Sanders, age 38, Baltimore, MD – charged with Delivery and Conspiracy to Deliver Cocaine.
  • Gary Montez Washington, age 40, Baltimore, MD -charged with Delivery and Conspiracy to Deliver Cocaine.
  • Aaron Michael Hull, age 23, Hanover – charged with 1 count of Possession with the Intent to Deliver Cocaine and 1 count of Firearms Not to be Carried Without a License.
  • Nelfry Luis German-Almanzar, age 32, Hanover, PA, aka ”Primo” or “Nephew” – charged with 1 count of Possession with the Intent to Deliver Cocaine
  • Maurice Bray, age 28, of Hanover – charged with one count of Possession with the Intent to Deliver Marijuana and 2 counts of a Person Not to Possess a Firearm

Drugs recovered in the investigation included marijuana, cocaine, oxycodone, psilocybin mushrooms, fentanyl, crack cocaine, methamphetamine, and Bromazolan. More than 73,000 in cash was also recovered at various locations.

Police say Iroc Bunch, one of the 37 arrested, was discovered to be taking dark web orders for fentanyl pills that were shipped through the mail. Police found 16 pounds of marijuana, 6,320 fentanyl pills and 1,400 tablets containing Bromazolan, 8 ounces of psilocybin mushrooms, and $21,000 cash while searching Bunch’s home and a garage.

Investigators also allege that Derrick Dykes shot Peter Goines in October 2022 on the 100 block of North Street. Dykes was charged with attempted homicide, aggravated assault, and recklessly endangering another person, in addition to the charges listed above.

Dykes and Goines, who was also charged, are related, according to police.

“This investigation is a tremendous example of patience, tenacity, and collaboration,” said District Attorney Dave Sunday. “This is a stern and loud message that we will not tolerate the flow of illegal narcotics in our communities and will continue to utilize every resource at our disposal to dismantle these networks.”

The investigation, which is ongoing, involved the York County Drug Task Force, the Hanover Borough Police Department, the Penn Township Police Department, the Northern York County Regional Police Department, the Pennsylvania State Police, the Federal Bureau of Investigation, and the United States Attorney’s Office-Middle District of Pennsylvania.
